Our next discussion in the Transylvania Lectures series will focus on the relatively recent development of laws dealing with looted art, which were first addressed through large-scale international agreements between states as part of reparation and compensation efforts. While looted art recovery is based on private law and involves two key principles of commercial law – Bona Fide (Art. 242 BGB) and the statute of limitations – we will explain why a novel and innovative framework in the form of Washington Principles had to be adopted. We will also explore the introduction of soft law and various approaches to resolving looted art cases.
Our guest speaker will be Dr Avraham Weber, a lawyer at Weber & Co. specializing in German and European law. Since 2008 he is the consultant to the Ministry for Social Equality chartered by the Israeli government to negotiate with foreign governments for restitution of property and Jewish rights. As of 2023, advises the ministry of Diaspora and fight against Antisemitism. He holds a double master's degree in law, and obtained his PhD at Justus Liebig University Giessen in 2015. He was an adjunct lecturer at Reichmann University, Israel, Philipps Marburg University, Germany, and CUNY Brooklyn college. Dr. Weber is currently and Adjunct Assistant Professor at Fordham University and is a visiting Scholar at the Israel Studies Center at NYU. As of 2005 he is a board member of the Israeli German chamber of commerce (IHK) and as of 2010 is a member founder of the Czech Israeli chamber of commerce. In 2012 he was appointed by the Tel Aviv Bar association to chair the Czech-Tel Aviv lawyers friendship association. In September 2024 he was awarded the Bundesverdientskeutz.
